The Illinois legislature has enacted new laws and now mandating additional training for officers in deadly force. This class will also train them on repairs to our side arms and rifles which is also needed.

Alderman Carrell shared his concerns for the purchase of the truck adding with our budget already using its reserves he is not for the following motion. The state is not paying out and he feels we have enough vehicles in the department already that can be used. We have 18 vehicles and a full staff of 14. The LESO program does not have trucks available Chief Masse stated already looking into it as an option. He also commented we have that as a budgeted item and have a locked in one time purchase at Ward Chevrolet. Chief Masse added there are things he allotted in his budget last year and has still not been purchased such as computers and radios. Alderman Short inquired if we have had any of the LESO vehicles long enough to be turned back in and was told yes that was being worked on now.

Alderman Carrell noted we do not need a motion to proceed with the testing and moved to the next motion for discussion.
The Mayor informed the Committee that Don Harper gave his resignation to the Police and Fire Pension Board. The City has worked very hard to keep down our workmen’s comp claims. Chief Morris with the Fire Department has stated two are lifting issues, one claim was due to ice and the last stepped in a hole. The question was raised; do we need to do more informing training safety classes? Chief Morris will make sure Department Heads will continue to instill safety and if extra classes are needed he will make arrangements. A question of wearing hard hats on the Street Department for safety would help save claims since brush; limbs and debris are an issue. Hard Hats are not mandatory on the Street Department. The Light Department does use the hats when out. Corporate Counsel and Terri Johnston in payroll handle the claim issues and make sure we are compliant with the law. Illinois Department of Labor OSHA has new standards that will stop some of the injuries by one man not lifting over a 50lb weight limit. They are always setting new standards and requirements. Both training and enforcement will help us stay safe and lessen our workman’s comp claims. We all need to be more self-conscious. We need to do what works not what is popular. The Fire Department union offered a physical fitness program to insure better health and safety. The First Responders 9 times out of 10 are there 3-5 minutes before the ambulance on calls. Chief Morris stated the two high dollar claims need to be looked into further. He also stated we have not hired a new fireman in 14 years and none of us are getting any younger. We have had 30-50 calls this year on picking up residents that have fallen. Education on proper lifting is one way to insure lower claims. Stepping up the enforcement would make us more aware of our surroundings.

Chief Morris came to give quotes for repairs on the air conditioning unit/heat pump at the fire station. Two of the bids turned in had quotes of repairing the whole system or replacing the compressor; the Committee asked for the bid from the third company to have both quotes as well to be fair before making the decision. Chief Morris will return and a motion will be made.


The Committee was given a listing of promotions of a captain to discuss; Chad Parker, Chad Beaumont and Matthew Steinmetz. Chad Parker has already been promoted to that position and Matthew Steinmetz has been released from duty due to an injury leaving on Chad Beaumont for the position. The Committee agreed to Chad due to the fact Captain Lynn Thompson is off due to injury and a captain needs to be per shift.

Many concerns were shown on the issues regarding Arson Investigator designation for Chief Morris. Alderman Carrell inquired how he can be a peace officer without coming out of the Police and Fire Commission. Corporate Counsel clarified we as the City Council, the political subdivision, decide the appointment not the Police and Fire Commission. He has met the training required for this appointment. Insurance coverage was their next concern and was told there is specific coverage for this; we only need to send a copy of a Resolution to the insurance company to make him covered when he is in that line of duty. Alderman Daughtery asked what the need for this is and was told it frees up our police officers up to the suspicion of arson. Alderman Carrell questioned do we not call the Fire Marshals and Chief Morris explained they are not called for all fires unless arson is suspected because of the fact we have to secure the scene till they get here and keep it manned. He also stated we have 3 firemen that can determine if there is cause and origin. They are called if a death is involved as well as the police. Chief Masse stated he would have to send the two detective officers to school to learn the knowledge Chief Morris already knows in firefighting skills adding an extra cost to the City and besides they don’t want to go. The issues of allowing our fire chief to carry a gun was a huge concern of the Alderman but was assured by Chief Masse that was part of the course. The class included the 40 hour Mandatory Firearms certification. Chief Morris was already granted the permission to go to the Arson Investigator class by the Council and completed the course. What are we telling the citizens when we have fires set and need investigating? The State Fire Marshall categorizes their duties on a priority scale. Alderman Carrell stated still feels this is wrong but asked for a motion, none was given.

Sandy Farmer wanted to have one last presentation in memorial of her husband who normally hosted the fireworks. Safety was Morris’s issue and the Ordinance against setting them off. Fire Chief Jason Morris came before the Committee needing direction on the fire truck still needing repairs at Freeburg, Illinois. To make the necessary repairs to the truck will cost $6,008.00. Jason also told the Committee he was approved for the fire boat grant and needed a motion to continue. This will be a 75-25 match; 25% being the City’s responsibility. Total cost of the vessel is $182,160.00 and our cost is $45,540.00. The boat will be approximately 24 to 25 feet long with a fire pump on it and comes with a trailer. The boat will be of great value to the City for a homeland port security dealing with any types of terrorism or fires.

Chief Masse came before the Committee with 3 quotes to repair Unit 13 a car the MDP had seized. During the arrest the car sustained damage along the passenger side. All items on the agenda were discussed and Fire Chief Jason Morris reported to the Committee the Fire Department Activity Report, and presented an idea for an American Fire Training Systems everyone felt it was an excellent idea and would love to see it through even if it is a long term plan. How to use the Foreign Fire Fund (2% board) was discussed by Jason saying he would like to see a pole barn built with 5 bays near the Fire Station. The pole barn will be used for City Fire equipment only and will compliment the Fire Station Building.

Consensus of the Committee present all agreed to put on the agenda to take action on hiring 4 Paid on Call Firefighters.

He stated that he has a current list from the Police and Fire Commission of several police officers that have been tested and are available for work immediately. Mike also brought the issue of C&W’s suspension, asking the Committee do we reinstate the contract with them. The Committee talked about having a stipulation if they return saying that any more complaints from our citizens then they would be taken off the list permanently.
