Aldermen Nathan Anderson, David Daugherty, Charles Barfield, Robert Midnight, David McManus, William Carrell with Aldermen Richard Corzine Sr. and Jerry Mizell absent. Also present were Mayor Billy McDaniel, City Clerk Brenda Westbrooks, Corporate Counsel Rick Abell, J.K. Thomas, and Bill & Mary Parrish.
Moved by Alderman Robert Midnight and Second by Alderman David McManus to approve the minutes of the previous meeting held on August 30, 2007 as presented: MOTION CARRIED
1117 East 2nd Street (Mary & Bill Parrish)
The Parrish’s turned in a claim for electrical damage due to a burned neutral wire. The lineman thought it to be due to an overload but there was no testing done to confirm this.
Alderman Nathan Anderson who is also a neighbor tried to help the Parrish’s determine if the burned neutral was due to an overload in the home. They checked everything and found no evidence of overload. They had substancial damage and had to repair an air conditioner as well as appliances.
The Parrish’s first estimated their damage and replacement cost to be around $3,414.20 but she said she has found some things on sale so believes the total cost will be less.
At present they have only submitted receipts totaling $1,178.29.
The committee and Councilmen present were in agreement that a surge could have caused the neutral to burn as well so they agreed to pay damages for receipted items up to $3,414.20 even though the Insurance Company has denied the claim the Councilmen feel it should be paid.
Moved by Alderman Robert Midnight and Second by Alderman David Daugherty to recommend to the full Council to approve payment of the portion of Bill & Mary Parrish’s claim for electrical damage in the amount of $1,178.29 with the balance of claim pending receipts but not to exceed $3,414.20: MOTION CARRIED
1118 Metropolis Street (Harry Nickias)
Sewer backed up into Mr. Nickias basement twice, 23 days apart according to Alderman William Carrell.
J.K. Thomas who is over the Water and Sewer for the City of Metropolis investigated the situation and found that a sewer main blockage caused the basement to flood with sewage.
The first occurrence cost Mr. Nickias $150.00 to get it cleaned up. He is elderly and unable to do it himself. The second occurrence has cost $1,894.91 so far and they anticipate around $2,000 more cleanup cost.
Mayor McDaniel said that this kind of fell through the cracks at the insurance then they finally denied it.
The Committee felt that the City employees have submitted written testimony that the City was responsible for the blockage so they feel they should pay the claim and fix the problem.
The City will have to run a new lateral down the right of way to 12th Street and tie in there. It is believed this can be done by change order with Mr. Beatman on the Front Street Reconstruction project for Harrah’s.
Moved by Alderman Charles Barfield and Second by Alderman David Daugherty to recommend to the full Council to approve payment of a portion of Harry Nickias’ claim for sewer damage in the amount of $2,044.91 with the balance of the claim pending on receipts: MOTION CARRIED
